In mid-2009, 95.9 MHz began its initial test broadcasts, eventually launching as ALFM 95.9 Radyo Totoo with its pioneering slogan, “Makipanalig, Makiugnay at Makidasal.” Test transmissions started as early as February 2009 under the tentative callsign DZAL, with the frequency acquired by Radyo Bayanihan System from the former Bayanihan Broadcasting Corporation, which previously served as licensee for Catholic Media Network stations in Quezon Province and Baler, Aurora.

However, due to the callsign DZAL already being assigned to a now-dormant AM station in Bicol, the station was officially granted the callsign DWAL-FM.
