Beyond domestic politics, Pamela played an extraordinary role in Cold War diplomacy. In 1983, she and an ailing Averell traveled to Moscow to open back-channels with Soviet leader Yuri Andropov. Later, Raisa Gorbachev specifically requested to visit Pamela's home, bypassing Nancy Reagan to acknowledge Pamela's role in fostering nuclear arms treaties.
