Is mass incarceration the result of an accidental, top-down policy oversight, or is it driven by targeted, bottom-up racial warfare on the ground? In this episode, we sit down with scholar and author Andrew Baer to discuss his critical historical text, Beyond the Usual Beating: The Jon Burge Police Torture Scandal and Social Movements for Police Accountability in Chicago.
We dismantle the safe academic myths of "colorblindness" to expose how street-level white foot soldiers in Chicago actively deployed explicit anti-Black racial terror completely independent of Washington policy directives. We interrogate the literal, physical machinery used in Area 2 and Area 3 precincts—including cattle prods and hand-cranked field telephone boxes—to systematically extract false confessions from over 118 Black males.
We also examine the deep-seated institutional protection and complicity of high-level local judicial and political figures, including Cook County State’s Attorney Richard M. Daley, who willfully hid evidence of torture to maintain a mass conviction pipeline. Finally, we anchor the brutal, state-sanctioned genital and testicular mutilation of Black males directly to Dr. Frances Cress Welsing's theory of "White Genetic Annihilation" and population control.
