Canada picks German over South Korean submarines. Is it the right choice?

After months of speculation, Prime Minister Mark Carney announced the federal government will now enter into negotiations with German shipbuilder ThyssenKrupp Marine Systems (TKMS) to build the navy's new fleet of submarines over South Korea's Hanwha Ocean.
