What does it mean to be “of God” in John 8:47?

He who is of God hears the words of God; for this reason you do not hear, because you are not of God.

What does it mean to be “of God” in the context of this verse? Is Jesus implying that whether someone is “of God” or not is inherent in who they are and not by choice (ie choosing to obey Jesus’s words)?

NB; Whoever is of God hears the words of God. The reason why you do not hear them is that you are not of God.”
